What is an Anti-Ragging Affidavit (Student & Parent)?
Every student joining a higher educational institution in India, and one parent or guardian, has to file an anti-ragging undertaking at admission. It comes from the UGC Regulations on Curbing the Menace of Ragging, 2009, made after the Supreme Court’s directions in the Raghavan Committee matter, and institutions cannot waive it.
Most institutions now route this through the national online anti-ragging portal, which emails both undertakings back to you. Check with your college first: where the portal is used, the printout it generates is what they want. This affidavit is for institutions that ask for a notarised undertaking instead, or in addition.
When to use it
- You are joining a college, university or professional institution and the admission checklist asks for an anti-ragging affidavit.
- Your institution asks for a notarised undertaking rather than the online portal printout.
- You are re-registering for a new academic year and the institution requires a fresh undertaking.
- The institution asks for both the student’s and a parent’s undertaking on one document.

Print on stamp paper and notarise together
Both the student and the parent sign the same document before the Notary Public. Go together — splitting the visit means two attestations and usually two stamp papers.
How to make it legally valid
- Non-judicial stamp paper of the value prescribed by your state.
- Signed by BOTH the student and the parent or guardian, in the physical presence of a Notary Public.
- Notary’s signature, seal and register entry.
- The course name and academic year must match the admission letter exactly.
- Where the institution prescribes the UGC’s own annexure format, use theirs — it is the one their records are built around.
Stamp paper. Print the affidavit on non-judicial stamp paper. The value is fixed by your state, not by us — commonly Rs. 10 in Delhi and Uttar Pradesh, Rs. 20 in Karnataka and Tamil Nadu, Rs. 50 in Telangana and Andhra Pradesh, and Rs. 100 in Maharashtra and Gujarat. Ask the stamp vendor or your notary for the current value in your state: using a lower denomination than required is the most common reason an affidavit is handed back.
Common mistakes to avoid
- Paying for a notarised affidavit when the institution accepts the free online portal printout. Ask first.
- Only the student signing. The parent or guardian undertaking is a separate, mandatory part of it.
- Getting the course name or academic year wrong, so it does not match the admission record.
- Treating it as a formality. The undertaking is what the institution relies on in a disciplinary proceeding, and its terms are real.
- Submitting it after the admission deadline — many institutions will not confirm admission without it on file.
Frequently asked questions
Is an anti-ragging affidavit compulsory?
Yes. The UGC Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009, require every student and one parent or guardian to file an undertaking at the time of admission and, in many institutions, at the start of each academic year.
Can I use the free online anti-ragging portal instead?
In most cases, yes, and you should. The national portal generates both undertakings and emails them to you at no cost, and the large majority of institutions accept that printout. Use this notarised affidavit where your institution specifically asks for one.
Does the parent have to sign too?
Yes. The Regulations require a separate undertaking from a parent or guardian alongside the student’s. An affidavit with only the student’s signature is incomplete.
What counts as ragging?
The Regulations define it broadly: any conduct that teases, treats rudely, or handles a student with rudeness; any rowdy or indisciplined act causing annoyance, hardship or psychological harm; asking a student to do something they would not ordinarily do and which causes shame or embarrassment; and any act of financial extortion or physical abuse. It covers conduct inside and outside the campus.
What are the consequences of being found guilty?
The Regulations provide for suspension from classes, withholding of scholarships and results, debarment from examinations, suspension or expulsion from the hostel, cancellation of admission, rustication, and debarment from admission to any other institution — alongside criminal prosecution where the conduct amounts to an offence.
Does it need to be notarised?
Only where the institution says so. The online portal undertakings are not notarised and are accepted by most institutions. Where a notarised affidavit is asked for, it must be sworn before a Notary Public on stamp paper.
Do I file a fresh one every year?
Many institutions require it at the start of each academic year. Your institution’s admission or registration checklist will say.
What if the student is a minor?
The parent or guardian signs both as the guardian and on the student’s behalf. Schools and institutions admitting minors usually have their own arrangement for this — ask the admissions office.
What stamp paper value do I need?
The ordinary affidavit value in your state, commonly Rs. 10 to Rs. 100. Since both undertakings are on one document, one stamp paper is usually enough — confirm with your notary.
Who do I submit it to?
The admissions office or the anti-ragging committee of your institution, as part of the admission file. Keep a copy for yourself.
