Stamp paper required — non-judicial stamp paper of the value prescribed by your state. You'll receive the draft; e-stamping is done separately per your state's rules.

What is a Domicile Certificate Supporting Affidavit?

This is the affidavit you file with a Domicile Certificate application — the Revenue office wants your claim of permanent residence on oath before it verifies and issues the certificate. It is the same declaration as a general domicile affidavit, written specifically for the application file, with room to name the documents that evidence your residence.

The certificate is what opens state quota seats, state government recruitment, and residence-linked welfare schemes. The affidavit is a step towards it, not a replacement for it.

When to use it

  • Applying to the Tahsildar, SDM or district office for a Domicile or Residence Certificate.
  • Applying through your state’s e-district portal, which usually asks for a notarised affidavit to be uploaded.
  • Renewing or obtaining a fresh domicile certificate for a college admission or a recruitment deadline.
  • The Revenue office asks for a sworn declaration alongside your documentary proof of residence.

How it works

  1. Check your state’s residence rule

Required residence differs by state — three, five, ten or fifteen years is common, with separate rules for domicile by birth or through a parent. Confirm before you declare a period.

  2. Name your evidence

Ration card, voter roll entry, school leaving certificate, property tax receipts, electricity bills. Listing them in the affidavit gives the verifying officer something concrete to check.

  3. Preview and download

Check the draft, pay ₹50, download the PDF.

  4. Print on stamp paper and notarise

Print on non-judicial stamp paper of your state’s value and swear it before a Notary Public.

  5. File the application

Submit at the Tahsildar’s office, the e-district portal or a common service centre with this affidavit and the supporting documents.

How to make it legally valid

  • Non-judicial stamp paper of the value prescribed by your state.
  • Sworn in the physical presence of a Notary Public or First Class Magistrate.
  • Notary’s signature, seal and register entry.
  • The residence period must be supportable by the documents you name — a local enquiry is usual.
  • Where your state publishes its own affidavit annexure with the application form, use theirs.

Stamp paper. Print the affidavit on non-judicial stamp paper. The value is fixed by your state, not by us — commonly Rs. 10 in Delhi and Uttar Pradesh, Rs. 20 in Karnataka and Tamil Nadu, Rs. 50 in Telangana and Andhra Pradesh, and Rs. 100 in Maharashtra and Gujarat. Ask the stamp vendor or your notary for the current value in your state: using a lower denomination than required is the most common reason an affidavit is handed back.

Common mistakes to avoid

  • Declaring a residence period your documents cannot support.
  • Applying in two states at once. Domicile is singular, and a parallel claim defeats both.
  • Ignoring the state’s own prescribed annexure.
  • Leaving the evidence section blank when the Revenue office has asked for it — verification then takes longer.
  • Applying too close to an admission or recruitment deadline. Verification commonly takes two to four weeks.

Frequently asked questions

Who issues the Domicile Certificate?

The Revenue authority in your state — the Tahsildar, Sub-Divisional Magistrate, District Magistrate or Revenue Officer, depending on the state. Many states now accept applications through an e-district portal or a common service centre.

How many years of residence do I need?

It varies by state — three, five, ten or fifteen years of continuous residence is common, with separate rules for people domiciled by birth or through a parent. Check your state’s Revenue department rules.

What documents do I submit with it?

Typically identity proof, address proof, ration card, school leaving or transfer certificate, voter roll entry, property or land records, and your parents’ domicile certificate where domicile is claimed through them. The exact list is set by each state.

How long does it take?

Usually two to four weeks, since the Revenue office verifies the claim and generally conducts a local enquiry. Apply well before any admission or recruitment deadline.

Is a domicile certificate the same as a residence certificate?

Some states issue both, for different purposes; others treat them as one. Ask which one the scheme or institution in front of you wants before applying.

Does the certificate expire?

In most states it is issued once and does not expire, though some institutions ask for one issued within the last one to three years. Check the requirement.

Can a married woman apply on her husband’s domicile?

Most states allow it, usually with the marriage certificate and the husband’s domicile certificate. The rule and any waiting period differ by state.

Can I apply if I moved to the state recently?

Not until you meet the state’s minimum residence period. Residence for education is specifically excluded in most state quota rules.

Does this affidavit need notarisation?

Yes. Revenue offices will not act on an unnotarised declaration.

What stamp paper value applies?

The ordinary affidavit value in your state, commonly Rs. 10 to Rs. 100.
