What is an Income Affidavit?
An income affidavit is your own sworn statement of what you earn and where it comes from. It matters most for people whose income leaves no paper trail — daily wage earners, farmers, small traders, the self-employed — who have no Form 16 and no salary slip to produce.
It is a supporting document, not the certificate itself. The Tahsildar or Revenue office issues the Income Certificate; this affidavit is what you file with the application so the office has your declaration on oath to act on.
When to use it
- Applying to the Tahsildar or Revenue office for an Income Certificate.
- Applying for a scholarship, fee concession, or a reserved seat that has an income ceiling.
- Applying for a loan or a subsidy where your income cannot be evidenced by salary slips or an ITR.
- Filing maintenance, alimony or school-fee proceedings where the court asks you to disclose income.
- Applying under a welfare scheme with an income-based eligibility limit.

How it works
Work out the correct figure first
Add every source: salary, business, agriculture, rent, interest, pension. If the scheme measures FAMILY income, list the earning members separately — the optional field is there for it. An understated figure discovered later can void the certificate and the benefit granted on it.
Name the financial year
Almost every authority asks which year the figures relate to. Use the Indian financial year, April to March.

Attach the notarised affidavit to the Income Certificate application at the Tahsildar or e-Seva centre, along with ID, address proof and whatever income evidence you do have.
How to make it legally valid
- Non-judicial stamp paper of the value prescribed by your state.
- Sworn in the physical presence of a Notary Public or a First Class Magistrate.
- Notary’s signature, seal and register entry.
- Figures in both digits and words, consistent with each other — the document fills the words in for you.
- The income declared must be consistent with anything else you have filed, including an ITR if you have one.
Stamp paper. Print the affidavit on non-judicial stamp paper. The value is fixed by your state, not by us — commonly Rs. 10 in Delhi and Uttar Pradesh, Rs. 20 in Karnataka and Tamil Nadu, Rs. 50 in Telangana and Andhra Pradesh, and Rs. 100 in Maharashtra and Gujarat. Ask the stamp vendor or your notary for the current value in your state: using a lower denomination than required is the most common reason an affidavit is handed back.
Common mistakes to avoid
- Declaring personal income where the scheme asks for family income, or the reverse. Read the eligibility condition before filling the form.
- Monthly and annual figures that do not reconcile. If your income is seasonal, use the true annual figure and say so.
- Omitting agricultural or rental income on the assumption it does not count. It does.
- Understating income to fit under a ceiling. The certificate can be cancelled and the benefit recovered.
- Leaving the financial year out, which is the commonest reason these affidavits are returned.
Frequently asked questions
Is an income affidavit the same as an Income Certificate?
No. The affidavit is your own declaration on oath. The Income Certificate is issued by the Revenue authority — usually the Tahsildar — after verifying your declaration. Most schemes want the certificate; the affidavit is what you file to get it.
What documents should I attach with it?
Typically identity proof, address proof, a ration card where your state uses one, and any income evidence you have — salary slips, Form 16, ITR acknowledgement, bank statements, or land records for agricultural income. The exact list is set by your state’s Revenue department.
Should I declare my income or my family’s?
Whichever the scheme measures. Scholarships and reserved-category benefits usually assess total family income from all earning members; a personal loan application usually assesses yours alone. The affidavit has an optional section for family members so it can do either.
What if my income varies month to month?
State an honest average for the monthly figure and the true total for the year, and describe the source accurately — "seasonal agricultural income", for instance. Do not present an unusually good month as typical.
How long is an Income Certificate valid once issued?
Most states issue it for one financial year, and schemes generally want one issued in the current or immediately preceding year. Your state’s Revenue department sets the period.
Can I use this affidavit if I file income tax returns?
You can, but where an ITR exists, most authorities will ask for it and the affidavit must agree with it. A declared income that contradicts your filed return is a serious problem.
Does an income affidavit need to be notarised?
Yes. An unnotarised income declaration is not an affidavit, and Revenue offices will not act on it.
Can a parent swear an income affidavit for a student applying for a scholarship?
Yes, and that is usually how it is done — the earning parent or guardian declares the family income, since the student typically has none.
What happens if I overstate or understate my income?
A false declaration on oath is punishable as false evidence, and the certificate and any benefit obtained on it can be cancelled and the money recovered. Scholarships and reserved seats have been withdrawn on this ground.
Is there a prescribed format my state insists on?
Some states publish their own income affidavit format along with the Income Certificate application. If yours has, use it. This affidavit covers the standard content accepted where no format is prescribed.
