What is a Residence Proof Affidavit (Government ID)?
When you move house, every government record has to catch up — Aadhaar, Voter ID, driving licence, ration card. Each authority has its own list of acceptable address proofs, and if you have just moved, you often have none of them in your name at the new address yet.
This affidavit is the bridge. It is a sworn declaration of where you now live, which you file alongside the correction application. Note one important limit: UIDAI accepts a specific certificate format from a listed verifier for Aadhaar address updates, not a general affidavit — check the UIDAI list before relying on this one for Aadhaar.
When to use it
- Updating your address on the Voter ID roll after moving constituency.
- Supporting a change of address in a driving licence, ration card or PAN record.
- An authority asks for a sworn declaration of residence because you cannot produce a utility bill in your own name.
- Correcting an address that was recorded wrongly in a government record.
- A verification agency or department asks you to confirm your residence in writing.

How it works
Check the authority’s own list first
Every department publishes what it accepts as address proof. If a document on that list is available to you, use it — it is faster and stronger than an affidavit. Use this where nothing on the list is available.
Write the address exactly as it should be recorded
Door number, street, locality, city, state, PIN code. Whatever you write here is what the authority will copy into its record.

Print on stamp paper and notarise
Print on non-judicial stamp paper of your state’s value and swear it before a Notary Public with your original ID.
How to make it legally valid
- Non-judicial stamp paper of the value prescribed by your state.
- Sworn in the physical presence of a Notary Public or First Class Magistrate.
- Notary’s signature, seal and register entry.
- The address must be written exactly as you want it recorded, including PIN code.
- For Aadhaar specifically, check the UIDAI list of valid address proof documents — it accepts a certificate in its own format from a listed verifier rather than a general affidavit.
Stamp paper. Print the affidavit on non-judicial stamp paper. The value is fixed by your state, not by us — commonly Rs. 10 in Delhi and Uttar Pradesh, Rs. 20 in Karnataka and Tamil Nadu, Rs. 50 in Telangana and Andhra Pradesh, and Rs. 100 in Maharashtra and Gujarat. Ask the stamp vendor or your notary for the current value in your state: using a lower denomination than required is the most common reason an affidavit is handed back.
Common mistakes to avoid
- Assuming a general affidavit works for an Aadhaar address update. UIDAI has its own certificate format and list of verifiers.
- Writing the address differently in the affidavit and the application form.
- Omitting the PIN code, which most authorities treat as part of the address.
- Using an affidavit when a listed document — a utility bill, bank statement, rent agreement — is actually available.
- Submitting an affidavit executed months earlier; most authorities want a recent one.
Frequently asked questions
Will UIDAI accept this affidavit for an Aadhaar address update?
Not as a general affidavit. UIDAI publishes a list of valid address proof documents and accepts a certificate in its own prescribed format from a listed verifier — such as an MP, MLA, gazetted officer, village panchayat head or a recognised institution. Check the current UIDAI list before relying on an affidavit for Aadhaar.
Can I use this to change my address on the Voter ID?
It can support the application. The Election Commission’s Form 8 process has its own list of acceptable address documents; where you cannot produce one, a notarised declaration alongside the form is commonly accepted. Check with your Electoral Registration Officer.
What address proof is usually accepted without an affidavit?
Passport, bank or post office passbook, ration card, voter ID, driving licence, electricity, water, gas or telephone bill not older than a few months, registered rent agreement, property tax receipt, or an employer’s certificate. Each authority publishes its own list.
Do I need to notarise it?
Yes. An unnotarised declaration is not an affidavit and government offices will not act on it.
How recent should the affidavit be?
Execute it close to the date you submit it. Most authorities decline affidavits older than three to six months on the reasoning that your address may have changed again.
I live in a rented house. Can I still use this?
Yes. The affidavit declares where you live, not what you own. Attach the rent agreement too if you have one.
Can my landlord or employer give a declaration instead?
Often, yes, and some authorities prefer it. A landlord’s no-objection letter or an employer’s certificate on letterhead is accepted by many departments — ask which they want before spending on stamp paper.
What stamp paper value applies?
The ordinary affidavit value in your state, commonly Rs. 10 to Rs. 100.
Can I use one affidavit for several authorities?
Each authority normally retains the original, so execute one per application. They are inexpensive.
What if my old address is still recorded somewhere else?
Update each record separately — there is no single change-of-address service across Indian government departments. Start with Aadhaar, since most others verify against it.
